I got my absentee ballot from my old Austin precinct (I'm in Vancouver now), and the envelope and letter were both stamped "Residence Statement Reqd" but that's it -- no further information.

My best guess (which I suppose I will find out by calling) is that they want to verify you're living outside the US and not simply moved to another location in the US that would disqualify you from voting in your old district. Googling on "residence statement" doesn't turn up anything in Texas but I did find similar statements on other state's websites that reference a utility bill or mortgage, just something to verify your new address is where you say it is.</description>

which tells you explicitly that overseas voters are considered for voting purposes to be resident at their last US address.

Also, flip over the yellow voting card to read, "Your statement of residence will be reviewed to determine that your permanent address is still in the political jurisdiction before your ballot is counted", and, "The residence address on the application for ballot by mail must be the same as the residence address on the statement of residence".

I've interpreted this to mean that they want to check I've not moved to a different US county / state and am voting twice, and they also want me to confirm that my foreign residence is the same as the one where they sent me my ballot.

In my case, I'm going to write my foreign address in the Residence Address box, and sign the affirmation on the basis that I am confirming my last US address was in the voting district that sent me my ballot (Montgomery County, TX).

I was also put off by the yellow card and have sent the Secretary of State a suggestion that they improve it for next time. Maybe if you do the same (I used the website linked above) and they get enough similar suggestions, they might change it.</description>
